we considered, and that we still consider, it is in every

sense desirable that Mr.Boulton, the author of the design,

should come home for consultation with us here on the

subject.

6.

5 Pending Mr.Boulton's return to the colony

dredging might be proceeded with on the line of the work

southward of the north entrance, as laid down on the plan

signed by the Director of Torks, dated 7th March, 1908.

The information conveyed in Sir F.Lugard's

telegram received on 20th instant, clears up two points,

viz. that the currents in the vicinity of the works are

negligible, and that trials have verified the accuracy of

the character of the bottom as shevm on the Cross Section

received with your letter of 28th May.

77. This information, although of value when considering

the general question, does not however remove the consider-

able misgivings we now entertain, as to the mode of con-

struction proposed for the Breakwater, she on the Cross

Section sent from the Colony, being adapted to resist, in a

satisfactory manner, the serious impact of typhoon seas,

although possibly best suited for ready execution by Chinese

labour.

8.

It was with a view to the consideration of these

important points, that we were desirous of conferring with

Mr.Boulton and we still think the expense incurred thereon

would be amply justified by the results.
